Health & Safety Protocols

  • Our schools play an integral role in our community and our commitment to health and safety remains unwavering. This guide outlines the health and safety protocols the District will have in place when we reopen our buildings. Expectations reflect guidance and consultation from the CDC, IDPH, and JCPH. We are in this together and it will require each of us to do our part to ensure a safe start to the school year. Conducting daily health screenings with your children, keeping them home if they are sick, practicing effective hand washing, and learning how to properly wear a face covering are just a few ways in which families can help prepare for a safe return to school this fall.

    District-wide Mitigation Techniques
    The following protocols apply to all District schools, buildings, and facilities:

    Transportation

    • All bus riders and driver will wear a face covering that covers both their mouth and nose.
    • Each bus will have a bag of disposable masks on board for kids who forget.
    • All students have assigned seats and will ride the same bus to and from school remaining in their assigned seat. Siblings may be seated together.
    • No more than 41 kids to be allowed on the standard bus which has a maximum capacity of 71.
    • Increased cleaning and disinfecting of the bus interior with attention to “high touch” surfaces.
    • The two bench seats immediately behind the driver will be kept vacant as a social distancing practice, as well as the first seat across the aisle.
    • The driver must stay seated behind the wheel when kids enter the bus, but when it arrives at school, the driver will exit the bus and allow school staff direct the kids off the bus.
    • Under most weather conditions, windows and roof vents can be opened at the front and the back of the bus to maintain positive air flow through the bus.
    • Private transportation is encouraged.

    Physical Structures of the Buildings

    • Traditional drinking fountains will be turned off. Water bottle filling stations will be available when feasible.
    • Removal of all non-instructional furniture from classrooms to increase space for physical distancing.
    • Bathroom modifications put in place to increase social distancing.

    Hand Hygiene/Sanitizer and Respiratory Etiquette

    • Hand sanitizer available in all buildings and classrooms.
    • Students and staff use hand sanitizer when entering and exiting rooms and when hand washing is not possible.
    • Staff teach and reinforce handwashing with soap and water for at least 20 seconds and increase monitoring to ensure adherence.

    Face Masks

    • Face masks will be required for students and staff while in school(s), on District property, and while riding the bus or in other District vehicles.
    • The District will provide a minimum of two cloth face masks for each student and staff member; however, students are encouraged to bring their own if they so choose.
    • The District will provide a face shield for each employee.
    • Visitors into a building’s front office must wear a face mask into the building.
    • Special exceptions will be considered on a case by case basis and accommodation should be filed through the District’s established processes.
    • Required face mask guidelines developed in compliance with Johnson County Public Health (JCPH)

    Contact Barriers

    • Provided in the main office and other areas where staff interact with members of the general public including parents.
    • Barriers not provided in individual classrooms, libraries or other instructional spaces.

    Communal Spaces

    • Common spaces – library, multipurpose rooms, cafeterias, and gyms - to remain closed and unavailable for individual use, unless the space is being utilized for eating or as an instructional space and this has been approved by ESC.
    • Teacher lounges and teacher workrooms should be closed (or limited to 50% capacity and time limited to less than 15 minutes per visit).

    Meetings with Members of the School Community

    • Staff meetings and professional development must take place remotely.
    • No internal or external presenters will be allowed to present in person.
    • Meetings with families such as IEP, 504, conferencing, etc. take place remotely.
    • Staff members should work remotely when possible and consider staggered/rotating work schedules.

    Shared Materials

    • Shared technology devices (including Chromebooks, iPads, and computers) removed from classrooms, computer labs, and cart-based services.
    • Shared instructional materials will not be used in the classroom or school.
    • Keep each child’s belongings separated from others’ and in individually labeled containers, cubbies, or areas.
    • Ensure adequate supplies to eliminate the use of shared materials (e.g., assigning each student their own art supplies, equipment).
    • In the event shared materials must be used, items must be cleaned between each use (including gym, music and art supplies/equipment).

    Student Drop Off & Pick Up

    • Parent/guardian must stay in vehicle when dropping off students.
    • During the school day, only one member of a family enter a building when picking up a student.

    Student COVID-19 Testing

    • Facilitation of testing of students/staff with COVID-19 symptoms and contract tracing is being reviewed and coordinated in partnership with Johnson County Public Health.

    Signage

    • Buildings must post visual reminders about hand washing, social distancing, and wearing a face covering (draft will be provided by the communications office and posted on the Return-To-Learn website).

    Health Office Procedures

    • Health offices will include one space for healthy students coming for routine needs, medication, first aid/injury assessment. 
    • A second space in the building will be established for students and/or staff who are ill or require evaluation for possible infection.

    Locker Use

    • Students will not use hallway lockers.
    • Athletic / PE lockers will be available for limited use.

    Building Use

    • ICCSD schools and buildings are closed to community use.
    • Only District sanctioned activities and events may take place in district facilities or on District grounds.
    • Spectators will be limited for both indoor events.

    Visitor, Volunteers, Field Trips and Student Travel

    • No visitors or volunteers allowed at this time, including parent visits to classrooms.
    • College recruiter meetings / “visits”will need to be conducted virtually.
    • Limited number of spectators will be allowed to attend official athletic events and student performances.
    • Field trips are suspended until further notice.
    • No building tours.
    • No spectators are permitted at practices, scrimmages, dress rehearsals, etc.
    • Student travel for school sponsored activities and events (including athletics and music) is limited to in-state locations. No out-of-state travel is permitted.

    BASP

    • Programs must limit room capacity to 10 individuals. This means that a room may not have more than nine (9) students. This number should be reduced for every additional adult in the room beyond one (1).
    • Limited to 1 group per DHS licensed space (i.e. gym, lunchroom, multi-purpose room).
    • Students may only attend on days they are slated to be at school.
    • Programs must follow all District Health & Safety guidelines, as well as State guidelines.

    Elementary Mitigation Techniques
    In addition to the general guidance, the following additional measures apply at the elementary level:

    Arrival & Breakfast

    • Building principals will designate doors for entrance.
    • Bus riders arriving at 7:30 or 7:35 and eating breakfast will eat in the cafeterias with tables and students socially distanced and a limit of 50% capacity per table (less where possible).
    • Bus riders arriving at 7:40 and eating breakfast will go to cafeteria to get breakfast then proceed to classroom to eat.
    • All other bus riders will wait outside until 7:40 and then proceed directly to the classroom.
    • Parent Drop-Off/Walkers: Parents must drop off outside and may not enter the building. Students may not arrive prior to 7:50 and must proceed to their classroom when they arrive. If eating breakfast students may arrive at 7:40, students go to cafeteria to grab breakfast and then take it to the classroom to eat.

    Small Group Instruction

    • Students should remain 6 feet apart (no less than 3 feet apart).
    • Students should not face one another, instead face the same direction.
    • Students bring personal chair and writing utensil for small group instruction.
    • No small group table work is allowed.
    • Spaces will be marked on classroom floor to designate locations for chairs in small group instruction.

    Classroom Cohorts

    • Classrooms will be kept together throughout the school day; students will not rotate to other teachers for core instruction.
    • Staff members remain with the same groups of students as much as possible, and classroom teachers do not rotate between classes.
    • Title One / Academic Support: Push-In Model in the classroom and/or serving off-site students remotely.
    • Special Education: Whenever possible special education students will maintain in GE classroom cohort models through the delivery model.
    • ELL: Push-In Model in the classroom and/or serving off-site students remotely.
    • Specials: Students will rotate to Art, Music, and PE. Specials teachers must clean rooms and sanitize/disinfected equipment and spaces between classes. If spaces cannot be sanitized/disinfected between classes, lessons will take  lace in the classroom. Guidance lessons will take place in the classroom.
    • Library Lessons: Occur in the classroom with check-out processes also in the classroom (card catalog look up and/or cart of book brought to room).

    Lunch

    • K and 1st graders will eat lunch in the lunch room with social distance measures in place.
    • 2nd - 6th grade will eat lunch in the classroom. If a school can maintain less than 50% capacity in the lunchroom, provide appropriate social distancing between each student, and establish assigned seats, the school may consider having grades 2nd - 6th eat in cafeteria.
    • Classrooms will be sent to the cafeteria one at a time to retrieve lunch.
    • Menu items will either be served to students or served in individual packages to avoid commonly touched utensils. Disposable silverware will be used.
    • All serving areas will be cleaned and sanitized between each class/group.
    • A touchless payment process will be implemented.

    Recess

    • Areas on the playground and in green spaces will be designated (and clearly marked) for specific classrooms.
    • Students must stay within their class’s designated area while at recess.
    • Classrooms dismissed to recess by class and shall report to their assigned area.
    • Cohorts/classrooms may not intermingle during recess.
    • Cohorts/classrooms dismissed from recess at staggered times.
    • Face coverings are required.

    Hallway Etiquette (including traffic flow)

    • Create one-way hallways (where possible) to reduce close contact.
    • Place physical guides, such as tape, on floors or sidewalks to create one-way routes.
    • Place physical guides to assist students in lining up while social distancing (6 feet apart).
    • Stagger class periods by cohorts for movement between classrooms if students must move between classrooms to limit the number of students in the hallway when changing classrooms.
    • Teach students to social distance in a moving line.

    Dismissal

    • Students will be released in a staggered manner according to their mode of transportation (bus riders, car riders, walkers, BASP).
    • Students will need to use designated exits and report to designated areas, maintaining social distancing.

    Secondary Mitigation Techniques
    In addition to the general guidance, the following additional measures apply at the secondary level:

    Arrival

    • Students may not arrive prior to HS time TBA, 8:35am JH, and must proceed to first period class or homeroom, when they arrive.

    Breakfast

    • If eating breakfast students must go to cafeteria to eat breakfast at tables that are socially distanced and filled to no more than 50% capacity Students remain seated until dismissed to go to 1st period class. Students may not leave until dismissed to 1st period.

    Lunch

    • Students may eat in the cafeteria with tables and students socially distanced with a limit of 50% capacity per table (less if possible). Alternative to eating in the cafeteria, students may eat in their assigned classroom.
    • Menu items will either be served to students or served in individual packages to avoid commonly touched utensils. Disposable silverware will be used.
    • Face masks required in cafeterias unless students are eating.
    • All serving areas will be cleaned and sanitized between each class/group.
    • A touchless payment process will be implemented.
    • All campuses are closed. There will not be open campus for lunch.

    Intervention Block and Undesignated Periods

    • Intervention blocks will not have transition times to visit various teachers. They will be assigned a homeroom where they will stay for the entire period.
    • Students open periods in the middle of their day will be assigned a study hall or other designated area.
    • No unassigned open periods for High School students. Students need to be assigned to a place during open periods with assigned seating.
    • Students that have a late start or early release schedule must come to school no more than ten minutes before the start of the first class and/or must leave campus immediately after the end of the last class.

    Hallway Etiquette (including traffic flow)

    • Create one-way hallways to reduce close contact. Students should travel down the right side of the hallway in the direction they are traveling.
    • Place physical guides, such as tape, on floors or sidewalks to create one-way routes.
    • Place physical guides to assist students in lining up while social distancing (6 feet apart).

    Dismissal

    • Students must exit the building or move to the area of their extra-curricular activity immediately after the last period.
    • Students that must remain in the building they must report to the office for assignment to a specific waiting area.
    • Designate exit for students using certain transportation (bus riders, student drivers and riders, walkers / parent pick-up).

    District Provided PPE & Health and Safety Materials
    The following list articulates the PPE and other health and safety items that will be provided to schools, staff, and students by the District:

    • Two cloth face masks (staff and students)
    • Face shields (staff only)
    • Thermometers
    • Health screening protocols and signage
    • Protective barriers (plexiglass) for front office (and other spaces where employees interact with the general public)
    • Materials used to establish specific traffic and student flow patterns throughout the building
    • Gloves
    • Cleaning supplies
    • Hand sanitizer
    • Handwashing and social distancing signage
    • Protective PPE for nurses/ Health offices
    • Disposable face masks
