On December 10, 2013, the original Iowa City Community School District Facilities Master Plan (FMP) was approved by the Board of Education following a year-long development process led by the FMP Steering Committee. The committee engaged the community in the process including seven public input meetings and six committee meetings. Over 500 community members participated in the planning process. The FMP Steering Committee enlisted the assistance of BLDD Architects to provide an analysis of the District’s current buildings, identify facility needs and make recommendations to the committee. 

On April 14, 2015, the Board of Education approved an update to the District's 10-year FMP and extended the plan to 2025.

The District’s Ten Year Facilities Master Plan (FMP) provides a blueprint for improving the learning environment for every student. It is designed to bring equitable learning spaces to all District buildings, address the rapid student growth taking place in the school district community, and improve the structure and amenities of the District’s older buildings while preserving the historic qualities of those structures.

Every child’s learning experience should be unique to him or her, and the quality of this experience should not be dictated by the bricks and mortar encompassing the educational space.

The District has utilized Iowa Secure and Advanced Vision for Education (SAVE) dollars and Physical Plant and Equipment Levy (PPEL) dollars to the fullest extent possible to fund the first five years of the FMP.

On September 12, 2017, voters in the Iowa City Community School District will consider an estimated $189 million bond package. The bond will fund the second half of the approved 10-year FMP, which impacts every building within the District.
