The Board takes its quasi-judicial responsibilities seriously. To preserve the board's neutrality to hear and decide upon these matters, the board does not investigate or become involved in student disciplinary matters or employment matters that may come before it and would require the board to serve in its quasi-judicial role. In circumstances when it is determined that Board Member presence is appropriate for an informal meeting with a parent, employee or community member and the Superintendent (or designee), the Superintendent will reach out to the Board President.

The Board President will identify three Board Members to participate in the meeting based on the established schedule. If one of these three members is not available, the alternate Board Member will be invited to attend. The meeting shall include no more than three (3) Board Members.

A Board Member schedule shall be established during the organizational meeting each year. Three primary and one alternate member will be identified for each month, with the list rotating through the Board Members. The list shall be established alphabetical by last name, with the rotation running December to November as depicted in Table 200.3T1. Board members may opt out of being included on the schedule.

Following the informal meeting, the Superintendent (or designee) shall send a meeting summary to the entire Board. Participation in such a meeting shall require the Board Member(s) to recuse themselves if the subject of the meeting comes before the Board in its
quasi judicial role.

All communications regarding the meeting are subject to Open Meeting laws under Iowa Code Chapter 21 and Chapter 22.
